Dear Planning Commision:

My name is ______ and I live at ______ in Bellevue.  I am writing to express my concerns with the proposed 417-unit apartment project for 10784 Morton Mill Rd.  

This proposal is inconsistent with the policies of Bellevue's Community Plan, which strikes a balance between suburban growth and conservation of sensitive rural areas, and NashvilleNext, which places this parcel in the Green Network for purposes of ecological preservation and flood resilience.  Few bends of the Harpeth River remain undeveloped, and no bend of the Harpeth has ever been the site of this kind of dense multifamily development.

The proposed Ariza Bellevue SP also fails to provide multiple safe vehicular access points and, even with the developer's recently submitted changes, still imposes serious safety, traffic, and flood resilience impacts on thousands of neighboring residents. Residents should not be forced to incur these costs and risks, especially when the developer itself does not even own the property and is taking little or no risk at the outset of this project. If this proposal is approved, infrastructure improvements must be made before the apartments are built and the SP must contain enforceable conditions to protect the interests of neighbors, such as clear terms regarding project construction, recognition of a clear timeline for road and any public infrastructure improvements, and performance bonds related to the completion of any public infrastructure work.

I do not oppose development. As our Community Plan notes, there are already several corridors primed for infill development of multifamily apartments. In the past decade, Bellevue has seen the portion of multifamily housing grow significantly in our community, and it will continue to grow, but it is important to strike a balance. Approving a proposal like this one would encourage more development of parcels with agricultural zoning throughout Bellevue, undermining our community's deep commitment to preservation zoning.

My name is _______ and I live at ______.  I previously wrote to voice my concerns with Ariza Bellevue.  I am writing again to ask you to reject this proposal. While the developer continues to make new promises, from everything I have seen this proposal presents traffic, safety, and flood resilience concerns—even more so than the previous proposal. The impacts of this proposal on neighbors are significant and more than just an inconvenience or annoyance. The proposal simply does not fit the policies applicable to this parcel in Bellevue, which is on an ecologically sensitive and flood-prone bend of the Harpeth River. Tinkering with its details does not change the reality that this naturally constrained parcel does not offer the same development potential for a large multifamily complex as other areas in Bellevue and West Nashville. Please respect our Community Plan and Nashville Next and reject this proposal.

Dear Planning Commission:

 

My name is _______ and I live at ______ .  I am writing to ask you to reject the rezoning proposal related to Ariza Bellevue. As you know, this is a unique and complex project. As a member of the Bellevue Community, I am well informed about it, but I still have serious questions about its potential safety, traffic, and flood resilience impacts. Neighbors have asked, but the developer has failed to share its engineering, environmental, and other impact studies. This proposal would cover every buildable acre of the highest points of an undeveloped parcel of the Harpeth with concrete, but no archeological study has been conducted as this needs to occur before anything can happen here too.  

 

The developer has made multiple presentations to me and my neighbors, but the Community has had no opportunity at all to meet with Metro Parks, NDOT, or TDOT about potential public infrastructure changes related to the project. The private developer cart should not be driving the public infrastructure horse and this project just goes too far. Please reject it and allow us to have the kind of community process we deserve to gather information and evaluate various options for improving infrastructure in Bellevue, independent of a private developer's lucrative land deal.
